The Defense Department says foreign nationals cannot handle sensitive U.S. military data. So Microsoft created a system in which foreign engineers don’t “handle” the data; they just write the code that touches it.
The Americans in charge of supervising that code?
Some are paid as little as $18 an hour. Many can’t even read the commands they’re pasting into Pentagon systems. And this has been the norm for nearly a decade.

Instead, it partnered with a contractor called Insight Global to find “digital escorts, " a rather unfortunate title for workers with the necessary clearances who supervised foreign Microsoft engineers working remotely on the technical tasks.
These escorts aren’t security experts, and they’re not even necessarily engineers. One job ad offered $18/hour, and coding skills were “nice to have.”
Their actual task? Sit in on Microsoft Teams calls with engineers in China, receive commands, and paste them into U.S. military systems. Sometimes they ask what the commands do. Usually, they don’t. And even if they did, they probably wouldn’t understand.
One former Microsoft engineer told ProPublica that the risk was theoretical, and the scope of systems the Chinese developers could disrupt was limited. But he also admitted: if a script called fix_servers.sh
were actually malware, the escort wouldn’t know. There’s a recording. That’s the control.
This isn’t oversight. It’s clerical supervision rebranded as cybersecurity. A minimum-wage firewall.
No one thinks this model is airtight. But the assumption is that if something goes wrong, there will be logs. If someone complains, the paperwork will be in order. And if no one fully understands the risk, even better. It means there’s no one to blame.
The Outsourced Perimeter

That’s the magic trick. The more abstract the infrastructure becomes, the less accountable it is. The Pentagon used to own its own servers. Now it rents “services” from a company that uses engineers in multiple countries to maintain them and calls that security by design.
ProPublica’s reporting focuses on China. But the real story isn’t just geopolitical. It’s structural. The cloud isn’t neutral. It reflects the incentives of whoever runs it. And the U.S. government no longer runs its own digital perimeter.
Microsoft does.
And Microsoft, like every public company, is structured to minimize cost, maximize scalability, and avoid liability. If those goals conflict with strategic security? Well, the cloud can hold contradictions. It was built for that.
The language of the cloud like agility, zero trust, and distributed architecture, sounds technical. But it’s moral insulation. It lets the people who sign the contracts believe the risk is managed, when in reality it’s just redistributed. Spread thin, passed off, buried under layers of automation and compliance reports.

Some of the people who built the escort system are still defending it. They say it was necessary. It enabled Microsoft to meet government timelines. That the controls are strong enough. That no one has proven harm.
But others, including former intelligence officials, now say it’s one of the biggest security gaps that no one is talking about.
